I meant --force but subsequently I found that it produces an error from
the BTS control bot because it also limits the package:

I wasn't aware of the --wnpp option as the error message doesn't
mention it. So I think at minimum the error message should check if the
bug is assigned to wnpp and suggest using --wnpp if so. If that were
the case, then not enabling --wnpp by default would be acceptable, but
probably it should be enabled by default.
