I did some more testing on this bug this afternoon because I discovered that 
powertop can generate an HTML report that I can view after assistive tech is 
re-enabled. What I found is that for some reason, speech dispatcher is 
preventing the package from entering low power savings like pc2 through pc10 
after this commit. If aI disable Orca speech and then run killall 
/usr/bin/speech-dispatcher, the low power package states start working again. 
If I just disable Orca speech, the package states do not work. If I run VLC 
playing music with speech dispatcher not running, the package states work so it 
doesn't appear to be an issue caused by all apps playing through pulse.
