Hi James, I apologize for taking a while to restore the libk3b-dev package. It was held up on the NEW queue for about 2 weeks before being rejected (see the bottom of this message).
I'm going to have to find some time to look into this problem since it won't be able to reenter the archive before that lintian error is fixed. I hope to be able to do it soon.
