I seems that the NEWS file hasn't made it into the binary package; probably because in the source package it's called debian/NEWS.Debian whereas dh_installchangelogs looks for debian/NEWS or debian/PACKAGE.NEWS (and then installs it as /u/s/d/PACKAGE/NEWS.Debian).
