2.2.1-2 was uploaded to unstable as both a source and binary (all) upload, and britney wants a source-only upload to cause a binary build by buildd before it will be migrated to testing. This is listed as one of the excuses.
Please consider uploading a new version with no changes as a source-only upload so that the package will migrate to testing after 5 days.
