"rnp" offers a command-line interface of comparable functionality to GnuPG's gpg tool. "librnp" offers a C library that exposes OpenPGP functionality. Newer versions of Mozilla Thunderbird appear to be likely to incorporate tooling from RNP for handling OpenPGP natively [0], so we should have this available in debian directly.
