i have to report what i discovered after some reboot, in a first session the application apcupsd is able to see the UPS, the problem (now) is apcupsd. it will send some command to UPS while shutting down and the USB brain card will never come back (the power will works, but the the connection even after reboot will not return).
so that the lsusb command will not detect the UPS, probably is necessary to edit much more the configuration file to exclude apcupsd to send commands on shutting down or open another bug in order to fix apcupsd or restore the old configuration file in order to disable the connection from UPS to apcupsd and don't damage some UPS usb card. i found now other user with similar problem on APC BX700U with apcupsd since 2018, Example: https://forums.apc.com/spaces/4/back-ups-surge-protectors/forums/general/83190/lost-usb-comms-after-a-killpower-bx700u
