https://www.debian.org/doc/debian-policy/ch-opersys.html#signaling-that-a-reboot-is-required While the wireguard package does its best to reload the wireguard kernel module, there are circumstances where doing so would be unsafe, or where it tries to reload the kernel module and fails. In those circumstances, it should signal that a reboot is required using the above mechanism. I won't be able to make this happen in the near future, so if someone wants to step up and help out, i'd be happy to review patches. --dkg
