Can you please check whether the following directories exist and if they are symbolic links what target they have: /var /var/log /tmp /var/tmp
Also can you try to delete the line `PrivateTmp=true` from `/lib/systemd/system/logrotate.service` and retry? Might be related to https://github.com/systemd/systemd/issues/6212, but https://github.com/systemd/systemd/pull/8708 got merged into systemd v239.
