True, but it also contains things like:
apache-dev atlas-*-dev blacs-*-dev scalapack-*-dev

Most of those seemed to be more akin to the gromacs situation:
development packages that are only relevant to one particular piece of
software, rather than the more general-purpose libraries represented in
libdevel.

(Not that there aren't some quirks... It's certainly odd that fftw-dev
is in devel, but fftw3-dev is in libdevel.)

But gromacs does not contain any packages in the 'libs' section.

I should also add that the ftpmasters are the ones that moved
gromacs-dev to 'devel' (I'd originally suggested it go in 'science' with
everything else) -- and since they maintain the overrides file, I can't
change the section myself.
