As part of the plan of using xulrunner as the main source of the mozilla.org stuff used by other packages, it would be helpful if you would remove libnspr-dev and libnss-dev's contents and add a dependency on libnspr4-dev for libnspr-dev and on libnss3-dev for libnss-dev. That done, triggering binary rebuild on all reverse dependencies of these packages will make them use the packages provided by xulrunner.
