I may be wrong, but it seems that icinga can't be removed from testing because ganglia-nagios-bridge and syslog-nagios-bridge depends on icinga2 | icinga | nagios3 and neither icinga2 or nagios3 is available on armel, mips64el, mipsel and s390x and while icinga is.
