I’ve reviewed the changes, and they look good to me, apart from the debhelper 12 bump: could you follow the manpage’s recommendation, and use debhelper-compat instead of debian/compat?

Also, do you have access to the repository on Salsa?
Nope, only read access. I've pushed my repo to https://gitlab.com/jamesmcdonald/cowsay for the moment, but I wasn't sure whether I should update the Vcs fields or see about getting access to Salsa.
