Your rabbitmq-server packages moves an existing /etc/rabbitmq/rabbit.conf to /etc/rabbitmq/rabbitmq-env.conf at installation times. I guess this was OK before, but in recent version of rabbitmq this is a problem since both files don't use the same format. Hence moving a pre-existing file prevents rabbitmq-server service from starting. Adding a configuration file before the package installation got a real use case : RabbitMQ clustering needs to be configured before the first start to works, otherwise one need to reset the data dir and start again The official rabbitmq-server packages doesn't do this, but since they haven't released a buster package yet, I used yours and found this issue.
