While I totally agree that disabling ipv6 is a corner case, I'm still not
convinced that it's enough justification to not worry about this case. As I
said some companies in the field do disable ipv6 intentionally as per their
policy.

Of course, we can debate if it's a good idea or not, but in fact, my chain
of thought is that no matter what, the package installation should succeed
(ii) no matter if ipv6 is present or not.
