The snmptrapd.service file has this line: Environment="MIBSDIR=/usr/share/snmp/mibs:/usr/share/snmp/mibs/iana:/usr/share/snmp/mibs/ietf:/usr/share/mibs/site:/usr/share/snmp/mibs:/usr/share/mibs/iana:/usr/share/mibs/ietf:/usr/share/mibs/netsnmp" However, snmptrapd expects to see the MIBDIRS rather than MIBSDIR so this line is not having the intended effect. This seems to be a Debian packaging issue. I originally had issues running reportbug so I reported this to Ubuntu instead.
