pandoc2rfc appears to be relatively unmaintained upstream -- the
upstream author is focused instead on mmark, as you can see in the
top-level upstream README.md: https://github.com/miekg/pandoc2rfc

That document also points out that pandoc2rfc also cannot generate v3
xml2rfc xml.

Furthermore, pandoc2rfc's own self-test fails on debian buster (see
https://github.com/miekg/pandoc2rfc/issues/7).  I no longer think that
pandoc2rfc should be shipped in debian, so i'm closing this bug report.
