Starting with version 0.2.5 type-handling does not provide architecture
specific packages anymore. The relevant changelog entry is:

  * Remove old "Provides:" functionality, which has been deprecated for several
    versions now.  Set Architecture: all in debian/control.in.
                        
The result is that both g77 and f2c have to be installed on all
architectures to satisfy r-base-dev's dependencies, while one of these
packages is not needed.
