This package contains only configuration settings to be used for Digital TV (and a Makefile with installs their contents at the right places), and it is updated upstream a few times per year, in order to reflect the current channel listings, as, from time to time, new frequencies are used, tuning parameters change or satellites got replaced. I strongly suggest to update this package from time to time, even on a LTS distro. Based on the report, it sounds that Clément is still using a very old channel table, with the channel frequencies used before March 2015. It has a wider frequency range. If you use "universal", you won't be able to tune a few transponders there, with have a frequency a little higher than 12,700 MHz.
