The ifupdown package itself doesn't provide any support for bridge
interfaces, nor does it depend on brctl. It's the bridge-utils package
that provides a plugin for ifupdown to support bridge interfaces,
therefore I'm reassigning this bug report to the bridge-utils package.

I'm aware ip has taken over the functionality of many other network
utilities. If it provides all the functionality of brctl, perhaps the
bridge-utils package could start using ip command in
/etc/network/if-*.d?
