texlive-bin fails to cross build from source, because it fails to find a native tangle. tangle resides in texlive-binaries, which is built from texlive-bin, so we cannot just add the dependency. It's needed for cross compilation only though, so the cross profile is applicable here. Indeed, just adding that dependency makes texlive-bin cross buildable.
