On hppa and some other architectures, objects linked in shared libraries need to be compiled with -fPIC. See for example the following build log: https://buildd.debian.org/status/fetch.php?pkg=z3&arch=hppa&ver=4.8.4-1&stamp=1567753798&raw=0 This may not be the best way to fix the problem but adding "export CXXFLAGS=-fPIC" to debian rules results in a successful build of z3 on hppa.
