A BIOS setting for "Always enter S0 upon power cycle" will cause a non-broken ACPI system to power up *even* after a S5 transition due to a user request (halt -p), or ACPI event request (power button press). The machine described in this report is defective. It is always behaving as "remain in last state upon power cycle", i.e. it is not entering S0 upon a power cycle because its last state was S5 (system was powered down). This is probably an issue to fix with a BIOS or firmware upgrade and not an O.S. workaround. Still, if an O.S. software workaround is desired, the shutdown scripts are conffiles, and the local admin is welcome to changing them.
