I just tried installing libgegl-0.4-0 version 0.4.14-1+b2 (and libgegl-common version 0.4.14-1) from sid (also on a bullseye system) and the GIMP was able to load files and work as expected. You say you installed GEGL 0.4.14-1. Did you install just plain 0.4.14-1 or with the +b2 (or +b1)? Did you also install the updated version of libgegl-common? If you installed GEGL 0.4.14-1 (no +b*), maybe the issue was introduced in GEGL 0.4.14-1+b1 or 0.4.14-1+b2? At any rate, the bug seemed to have been introduced when the GIMP was updated to 2.10.8-2+b1, so reverting to 2.10.8-2 should provide a temporary fix at least.
