I suspect it is systemd-gpt-auto-generator which generates this swap unit based on the GPT information it finds (man 8 systemd-gpt-auto-generator) You can of course disable that generator if you so desire. First I'd like to figure out though why it finds a swap partitions which you say doesn't exist. If you run systemd-analyze set-log-level-debug; systemctl daemon-reload do you get any journal log messages from systemd-gpt-auto-generator ?
