I think there will be more users in this situation (backported dgit, not backported sbuild) than users in the converse situation who benefit from us making this change (new dgit, new sbuild, explicitly set local configuration SOURCE_ONLY_CHANGES). And to my mind it is more justifiable to cause lossage requiring intervention, in an area where the user has already made an earlier intervention.
