If you actually read to the end of that report you will see the suggestion that this behaviour is actually caused by apt and/or dpkg, not elogind. I opened a blocking bug against apt which was reassigned to dpkg: https://bugs.debian.org/935910. I avoided merely reassigning #934491 itself so that I can be sure there is no problem with elogind once #935910 is fixed. Best wishes Mark
