Package: ledmon

Hello,

We're addressing ledmon maintenance internally as Intel is the current upstream
on github[1], and they are developing/fixing all the time. Moreover, they'd
like to have the latest version on Debian/Ubuntu because there are missing
patches that need to be landed.

Jared is a current maintainer listed in ledmon package and he intends to orphan
ledmon due to resources lacking, so that's purpose I try to start applying
package salvaging process.

According to package salvaging wiki[2], current ledmon package matches several
criteria:

1. Missing upstream releases (Now it's 0.90-1 and we need to upstream 0.92
version at least.); AND
2. There is the need to upload the package to deal with these issues[3]; AND
3. The last upload was an NMU and there was no maintainer upload within one
year[4]

Consequently, from my understanding, now ledmon should be eligible for package
salvaging, as long as Jared agrees above.
