I wanted to check this problem and cannot reproduce this problem. A quick
search revealed that this is most likely related to #920621. This also seems
to be reflected in the FTBFS reports from the reproducible-builds [1]. They
failed after the 2019-01-30 but started to work again after the upload of
texlive-extra 2018.20190227-1.
Can you please check again. I would assume this can be reassigned after
confirmation to texlive-latex-extra:
reassign 922767 texlive-latex-extra
forcemerge 920621 922767
affects 922767 src:libemf
