festival packages dependencies are to complex and involve a lot of circular dependencies. See the graphs <http://debian.semistable.com/dot/festvox-kallpc16k_unstable.png> and <http://debian.semistable.com/dot/festvox-itapc16k_unstable.png> Such circular dependencies are known to cause problems during upgrade between stable release so should be avoided. Since festvox-kallpc16k, festlex-cmu, festlex-poslex are data package, it is quite likely they do not need actually to depend on festival and removing these dependency would improve the situation, so I would suggest you do so.
