Bug#935400: RM: python-germinate -- ROM; NBS; Python 2 package no longer built

germinate 2.32 dropped the python-germinate binary package and now
supports only Python 3.  I gather from https://bugs.debian.org/933034
that this needs manual decrufting.  Please remove the python-germinate
binary package from unstable.
