libfontbox-java is not sufficient to build "gnucash-docs" package.
As Filippo suggested, switching to libfontbox2-java is probably a good idea.
To build "gnucash-docs" 3.6 I had to
export JAVA_CLASSPATH=/usr/share/java/fontbox2.jar
in order to trick "fop" into using fontbox2 (instead of fontbox).
