Why compat level 5 instead of, say, 10?  And why is a rebuild necessary
at all?

For debian stretch users, the already-distributed binary packages in
debian unstable should be sufficient.  For debian stretch users who want
to rebuild for some reason, debhelper 12 is already in
stretch-backports, so even there a change in the source isn't needed.

If raspbian needs to patch, that's fine with me, but i think the report
should be specific to that distro, and not to debian.  debhelper 12 is
significantly better than debhelper 5, and i'd rather use the more
modern tooling.

So i'm closing this bug in the debian BTS, but if there's something i've
misunderstood, please feel free to re-open it and explain what i'm
missing.
