This comes from dhmk, which was used at least for KDE4 packages (we still have some of them in the archive). I have just asked Maxy if is still used for Plasma, but I think it is not. The code was done by Modestas Vainius, who is not around anymore, and I'm not really sure if something will break without that. But on the other hand a few hours ago I reported a serious bug against src:qt4-x11 so as it does not gets released with bullseye, so...
