I've exact same problem.
New installation of Debian 10 minimal (network install iso).
First boot I installed aptitude, then multipath-tools through aptitude,
shutdown the server and connected the SAS cables.
After boot the kernel detects all drives. multipath "-l" shows nothing
and the "-r -v 3" options tells me multipath skips the drives because
the "wwid" is not in wwids file.
The /etc/multipath/wwids file does not contain any disks other then some
commented text.
Adding all wwid's manually to /etc/multipath/wwids file and doing a
reload with "-r" multipath "-l" reports all drives.
