Ok, I see the package on mentors, but I do not see the changes on the
git repository. (You should not be afraid to push them even if review is
not done) Note that I did not take a look at the package itself, so I
can't say about quality. (It is marked as NOT needing a sponsor anyway)

(If you need a sponsor, you want to file a RFS bug against the
sponsorship-requests pseudo-package, so that the review can happen in the open
and it also increases changes that you'll find a sponsor)

The ITS changes ownership of the package, so it is not an NMU. 
The change needs to be documented in the changelog. So you would write
something like
 - New Maintainer (Closes #ITS-Bug)  and change d/control accordingly.
as maybe the first or second entry of the changelog

You want to have d/control reflect "reality", so please remove the old
maintainer(s).
