I guess it is a problem with the default format dump, which is loaded before the fontenc package is loaded. So fonts that are required there will be loaded, even if fontenc redefines everything and the font is never used again. Fixing this would probably require defining special formats, which will definitely not happen, or adding lazy loading to TeX, which is a big endevaour.
