Yes, it is a bug in psqlodbc.  The ODBC spec isn't 64-bit clean, so the
Debian unixodbc includes some changes to give us a 64-bit clean library.
However, the headers didn't match, which means packages that didn't use a
particular #define were building against a wrong ABI.

I recently fixed the headers, but I wrongly assumed that most ODBC-using
maintainers knew about the 64-bit issue and were as a result using the
#define, so I didn't notify people of this change -- sorry about that.
