So this libc-bin-dbgsym has no relation with dwarves? Than I guess it
will work as you can always install the version from testing and no
relation will pull in the version from unstable. If that's the case,
just close the bug again. Otherwise, skip-not-installable *on top of*
other improvements will just mean that *if* any package is unsatisfiable
than the test is marked as skipped and as such adds a neutral result to
the final outcome.
