Dear Maintainer,
* What led up to the situation?
I upgraded from Debian 9 (stretch) to 10 (buster) yesterday. Since then
problems with packagekit have affected my ability to use other software.
* What exactly did you do (or not do) that was effective (or
ineffective)?
1) apt update
2) Tried to start apache2
* What was the outcome of this action?
1) error message as part of the apt output:
Error message: Error: GDBus.Error:org.freedesktop.systemd1.UnitMasked:
Unit -.mount is masked.
2) # service apache2 start
Failed to start apache2.service: Unit -.mount is masked.

* What outcome did you expect instead?
1) I did not expect the error message.
2) I expected apache2 to start.
Addenda:
I found the file /etc/apt/apt.conf.d/20packagekit. When I removed it, I did
not get the apt error message.
Searching on the apt error message, I found instructions to do the following:
systemctl unmask packagekit.service
systemctl start packagekit.service
The second command produced this error message: "Failed to start
packagekit.service: Unit -.mount is masked."
