Can you check if you had a .reportbugrc around already when you tried the text ui? The configuration prompts are independent from the UI used, but you normally only get them when running reportbug for the first time.
You can also call reportbug --configure to get the prompts again and overwrite your previous configuration.
I suspect many users are often in the situation of wanting to reportbug about issues soon after installing the system. Probably, reportbug should default to using a known-to-work SMTP host.
It already does that in my tests. So thanks for your report, but I think there is no bug here.
