I think you just can recycle this one (and update the bug metadata to
match those for a buster-pu update). There will need to be a rebuild
for buster versioned as 0.8.15-2~deb10u1 of rust-encoding-rs which
should work.

[Disclaimer, I'm not part of the release team, so just take this as
some informal comment, if SRM say to fill a new bug instead just
follow that]
