I've updated the forwarded-to-address (hopefully :) ) to the new upstream ticket, which is closed as implemented.
the setup.py and readme, however, are still claiming that rst2pdf is still python2 only, so I guess that running under py3 is still not officially supported (but may work, by patching the setup.py and possibly some other file). -- Elena ``of Valhalla''
