You need to provide more information.

* Does the iscsi/iscsid daemon service not start
* Does the iscsi automatic loging not occur

The integration with systemd may have nothing to do with the issue you
are facing.

Whatever the case, there will be logs. Please go through them and share
the relevant bits for this bug.
