A similar bug has been reported in Ubuntu: https://bugs.launchpad.net/ubuntu/+source/pdfarranger/+bug/1837052
It suggests package python3-gi-cairo as a missing dependency.
I confirm that after installing python3-gi-cairo the page previews are
displayed.
