Same problem here since march using the kernel 4.19.16-1: do_IRQ: 0.37 No irq handler for vector flooded the terminals making the system unusable.
Now with 4.19.37-5 and same problem. But for me this problem is triggered by the Arduino IDE. Everything works fine until I start the Arduino IDE, and the flood stops once I close the Arduino IDE. I suspect it has something to do with the auto serial port discovery in the Arduino IDE. Hope this helps.
