I confirm the bug. Also in 1.4.8+dfsg-1 which is currently in Debian
10. The bug is introduces by me when I forced libtk-img to use the
system-wide libtiff instead of the one bundled with the libtk-img
sources.

I'll fix it in unstable shortly, and then in stable and in oldstable
(it'll be available in the updates repository, and after a while in
the next point release).
