I ended up discovering that the bug in question happens due to a bug in the kernel that was only patched in the following kernel versions: [5.1.14](https://cdn.kernel.org/pub/linux/kernel/v5.x/ChangeLog-5.1.14), [4.19.55](https://cdn.kernel.org/pub/linux/kernel/v4.x/ChangeLog-4.19.55), [4.14.131](https://cdn.kernel.org/pub/linux/kernel/v4.x/ChangeLog-4.14.131), [4.9.184](https://cdn.kernel.org/pub/linux/kernel/v4.x/ChangeLog-4.9.184), and [4.4.184](https://cdn.kernel.org/pub/linux/kernel/v4.x/ChangeLog-4.4.184). So the only fix is for debian to get to kernel 4.19.55. Until then.. I guess no steam for me and many other users.
