do you still encounter this problem on an up-to-date stretch or buster system? I myself have never run into this problem and so far we don't have an idea yet how to reproduce the issue. The only lead is from Gaudenz, who attributed the problem to an issue in start-stop-daemon not sending the SIGHUP signal to the right process. If you still encounter this problem, it would be good to know, if you run systemd or not and which version of dpkg is installed.
