Ah, understood. Maybe it worth adding them into dependies of test to not
rely on undocumented content of image, generated by of
autopkgtest-build-qemu?

Probably, check that halt/reboot works? Not sure how to test halt, but
one more reboot does not seems to add much of complexity, and may be
useful to reveal services, that does not shutdown cleanly.
